The Higher Education Act introduced the PELL Grant in 1965. This made college affordable for many low-income, minority students. Over the last 50 years, however, financial aid has increased to match the rising costs of a postsecondary education. This has added to the compounding effects of systematic disinvestment and racism in urban communities, and on minority families. In this session you will learn the cold truth of higher ed—college has become the great stratifier in America- and what Hope Chicago is doing about it.
