The Higher Education Act introduced the PELL Grant in 1965. This made college affordable for many low-income, minority students. Over the last 50 years, however, financial aid has increased to match the rising costs of a postsecondary education. This has added to the compounding effects of systematic disinvestment and racism in urban communities, and on minority families.
