Ray Hart
Dr. Ray Hart is the Executive Director of the Council of the Great City Schools. Before being appointed Executive Director, Dr. Hart served for nine years as the Council’s Director of Research. During his tenure at the Council, he has worked to advance the Council’s strategic goals. He is the co-author of Mirrors or Windows: How Well Do Large City Public Schools Overcome the Effects of Poverty and Other Barriers and led the Council’s analyses of the NAEP Trial Urban District Assessment data analyses while he was Director of Research.
As Executive Director, he has overseen the development and expansion of the Michael Casserly Urban Executive Leadership Institute to include a cohort for aspiring urban superintendents, while expanding training and professional learning for key management services chiefs. Dr. Hart represents the Council on the national stage and spends most of his time advocating for and working with the Council’s 78-member districts.
Dr. Hart holds a Ph.D. in Evaluation and Measurement from Kent State University, an M.Ed. with a focus on Curriculum and Instruction – Educational Research from Cleveland State University, and a B.S. in Industrial Engineering from the Georgia Institute of Technology.
