Julia Rafal-Baer

Dr. Rafal-Baer is the co-founder and CEO of ILO Group, a women-owned, leadership-focused education policy and strategy firm. She is also the CEO and founder of Women Leading Ed, a national nonprofit network of women education leaders and a trusted confidante to the nation’s most effective state education leaders and superintendents. Previously, Dr. Rafal-Baer served as the COO at Chiefs for Change where she helped transform the organization into a high-impact national nonprofit. Julia earned a bachelor's degree in psychology from The George Washington University, a master's degree in both childhood and special education from Lehman College, and a master’s in philosophy in education research and doctorate in education policy from the University of Cambridge where she was a Marshall Scholar.
