Michelle Noch

Michelle Noch is the Professional Capacity Building Program Manager for the Intelligent Transportation Systems Joint Program Office (ITS JPO) within the U.S. Department of Transportation (USDOT). She manages the program coordination among all modal administrations and disciplines within the USDOT. She began her career with the Federal Highway Administration in the southern California office as the primary lead for all federal, statewide, metropolitan, and tribal planning-related issues.

Ms. Noch earned bachelor’s and master’s degrees in urban and regional studies and planning from Virginia Commonwealth University and a master’s degree in liberal studies from Hollins University. She holds memberships with the Institute of Transportation Engineers and the Association for Talent Development.
