Geoffrey Phelps
Geoffrey Phelps is a Senior Research Scientist in the Student and Teaching Center at ETS. Prior to joining ETS in 2010, Phelps was an Assistant Research Scientist at the University of Michigan where he studied the relation between teaching practice and teacher knowledge in the elementary subjects of mathematics and English language arts. His interest in teaching quality, teacher development, and school improvement stem from his 8 years teaching primary grades in Vermont. Phelps has published in a variety of journals including Educational Assessment Evaluation and Accountability, Reading and Writing: An Interdisciplinary Journal, Journal of Teacher Education, Elementary School Journal, Economics of Education Review, Educational Evaluation and Policy Analysis, Educational Policy, Journal of Research on Educational Effectiveness, Scientific Studies of Reading, and Evaluation Review. Phelps received a Ph.D. in teacher education from the University of Michigan.
